The case dates back to August 8, 2021, when Messi, after unsuccessful negotiations to sign a new contract with Barcelona, finally announced his departure from the club to PSG. On the same day, a first complainant identified by the acronym WA, and a Blaugrana member since March 2020, filed a complaint with the European Commission, alleging the existence of illegal state aid from France to PSG which, in his view, made Messi's signing by the Parisian club possible. According to the prosecution, the differences between Member States in the application of UEFA's financial fair play rules "distort the conditions of competition in the European market." The fact that, again according to the prosecution, the Spanish league, unlike the French league, does require clubs to not spend more than 70 percent of their income on players' salaries is a 'distortion' which penalizes Barcelona. One month after filing this complaint, in September 2021, the European Commission indicated to the complainant WA that it could not be considered an "interested party" in the case and that its complaint would therefore not be registered as a formal complaint, but only as general market information. Yesterday, the Supreme Court of Nigeria passed a judgement to temporarily halt the country’s pending ban on its old ₦200, ₦500 and ₦1,000 notes. ICYMI: Last year, Nigeria’s apex bank, the Central Bank of Nigeria, announced redesigned currency notes for its old ₦200, ₦500 and ₦1,000 notes. Citizens originally had till January 31, 2023, to submit all old notes to commercial banks. After numerous requests, the deadline was extended to February 10 due to a scarcity of new and old notes. And now… The redesign programme has thrown the country in disarray. Presently, Nigerians—many of whom are angry with the abrupt policy—are reporting scarcity of cash as most old notes have been deposited at banks while new notes are being rolled out at a slothful pace. But it’s not only the Nigerian people who are against the policy’s short timeline. Earlier this week, three Nigerian state governments filed for a temporary injunction to block the deadline at the Supreme Court. A seven-man panel reviewed the injunction and granted it, pausing the February 10 extension. There is, however, speculation on whether the CBN will adhere to the injunction as legal critics dispute the Supreme Court’s jurisdiction to decide on currency issues. The International Monetary Fund (IMF) also urged the CBN to extend the cutoff date with rep Ari Aisen stating, “In light of hardships caused by disruptions to trade and payments due to the shortage of new banknotes available to the public, in spite of measures introduced by the CBN to mitigate the challenges in the banknote swap process, the IMF encourages the CBN to consider extending the deadline, should problems persist in the next few days leading up to the February 10, 2023 deadline.” On February 15, the Supreme Court will hear the lawsuit brought forward by the Nigerian states who are against the deadline. Zoom out: While the Supreme Court’s action may have extended the deadline, Nigerians are still likely to remain in the same predicament. Hawilti, a pan-African investment research agency and advisor to businesses, investors, public and private institutions, as well as governments in Africa, released a report on the research on Monday. “Both the opening of the Dangote Refinery and the rehabilitation of state-owned refineries have the potential to make Nigeria Africa’s biggest refining hub by 2025,” the report, which was obtained by our correspondent in Abuja, stated. It said there was a positive outlook in West Africa and that the region was notably on the verge of change as new capacity was expected to come on stream in 2023. The report stated that the region already housed the largest refining capacity in sub-Saharan Africa, although only 23 per cent of it was currently operational. It noted that Africa’s biggest oil producer had embarked on the rehabilitation of its three state-owned refineries in Port Harcourt, Warri, and Kaduna – totaling some 445,000bpd of refining capacity. “Tecnimont continues to make progress on bringing Port Harcourt’s complex back to 90 per cent of its capacity while Daewoo E&C was selected in 2022 to execute two ‘quick fix’ projects at both Warri and Kaduna,” Hawilti explained. Read More Google employees are criticizing leadership, most notably CEO Sundar Pichai, for the way the company handled the announcement this week of its ChatGPT competitor called Bard. Staffers took to the popular internal forum Memegen to express their thoughts on the Bard announcement, referring to it as "rushed," "botched" and "un-Googley," according to messages and memes viewed by CNBC. On Monday, Google got ahead of a Microsoft event the following day and had Pichai publicly divulge some details of the company's chatbot technology. More about Bard was revealed on Wednesday at an event held in Paris. In between those events, Microsoft, an early investor in ChatGPT creator OpenAI, showcased how its Bing search engine will integrate with the buzzy chat technology, inviting reporters to a demonstration at the company's headquarters in Redmond, Washington. During Google's Wednesday event, search boss Prabhakar Raghavan briefly shared some slides with examples of Bard’s capabilities. People tuning in expected to hear more, and some employees weren’t even aware of the event. One presenter forgot to bring a phone that was required for the demo. Meanwhile, people on Twitter began pointing out that an ad for Bard offered an incorrect description of a telescope used to take the first pictures of a planet outside our solar system. While Google employees often turn to Memegen to humorously poke fun at the company's quirks and missteps, the posts after the Bard announcement struck a more serious tone and even went directly after Pichai. Read More The Lagos COVID-19 Action Recovery and Economic Stimulus (CARES) Program is a state-level intervention that seeks to mitigate the local effects of the COVID-19 worldwide pandemic at the state-level, by protecting the livelihoods of existing and newly poor and vulnerable households and supporting the recovery of local economic activity especially among MSMEs.
